农业转移人口市民化政策执行中存在的问题及对策

On Existing Problems and Counterstrategies of Local Governments in Citizenization of Agricultural Transfer Population

十八大以来,党中央多次提出以人的城镇化为核心,有序推进农业转移人口市民化。中央的规划和现实的需求同时指向一个命题:实现农业转移人口市民化,这既是新型城镇化发展的首要任务,也是对全体居民共享城镇地区发展成果的有效践行。但地方政府农业转移人口市民化政策执行不力的问题愈发突出,具体表现为政策执行的虚空行为和政策执行的待援行为,究其根源主要在于部分地方领导干部的自利偏好与事权财权失衡两个方面。只有不断完善地方官员政绩考核评价机制,尽快建立健全财政配套政策,才能激发地方政府在农业转移人口市民化进程中的积极性和主动性。

Since the 18th National Congress of the Communist Party of China, the Party Central Committee has repeatedly proposed to promote the citizenization of agricultural transfer population in an orderly manner with the urbanization of people as the core. Both the plan of the Central Government and the needs in reality point to a common understanding: To realize the urbanization of the agricultural transfer population is not only the primary task of the new urbanization development, but also the effective practice of sharing the development accomplish? ments of urban areas with all residents. However, local governments have been making poor performance in implementing the policy to citizenize agricultural transfer population and this problem is becoming increasingly prominent. Specifically, it is shown in the empty-and-void behavior as well as the wait-for-support behavior during policy implementation. The root cause is twofold: local governments’preference of self-interest, and the imbalance of their administrative power and financial power. Only by continuously improving the performance appraisal and evaluation mechanism of local officials and establishing fiscal support policies as soon as possible can we inspire the enthusiasm and initiative of local governments in the process of citizenization of agricultural transfer population.
