构建中国特色高等教育话语体系是完善中国特色社会主义高等教育体系的必然要求,是建设高等教育强国的应有之义,是实施"一带一路"倡议、构建人类命运共同体的要旨。构建中国特色高等教育话语体系的难点是中国特色社会主义高等教育思想、理论、制度体系不完善,高等教育国际竞争力不强,国际化水平不高,高等教育的"四个自信"不足。构建中国特色高等教育话语体系的对策是提升中国特色高等教育话语体系的说服力、公信力、感召力和创造力。

Constructing the discourse system of higher education with Chinese characteristics is an inevitable requirement for improving the socialist higher education system and an essential meaning for building a strong country in higher education,It is also of great importance for implementing the"Belt and Road"initiative and building a community of shared future for mankind.The difficulties in constructing the discourse system of higher education with Chinese characteristics can be listed as follows:the imperfection of ideas,theories and systems of higher education with Chinese characteristics;the weak international competitiveness of higher education;the low level of internationalization,and the lack of"four self-confidence"in higher education.The countermeasures to construct the discourse system of higher education with Chinese characteristics are to enhance the persuasion,credibility,appeal and creativity of the discourse system of higher education with Chinese characteristics.
