摘要
我国教育督导制度在不同历史时期有不同的内涵,主要体现在机构的独立性、范围的延伸性和职能的多元性三方面,构成了高等教育督导的制度实践基础,形成了由"督导"向"评估"形式转变的内涵特征。高等教育督导评估是一个兼具教育治理权利和教育发展逻辑的概念,制度构建过程中始终存在职能性、方式性、专业性和导向性的内在冲突,需要从职能的应然性出发,在消解冲突的同时进行全面性和整体性的制度构想。
China’s education supervision system has different connotations in different historical periods.These connotation differences are mainly reflected in the independence of institutions,the extension of scope and the pluralistic functions,which constitute the practical basis of the system of higher education supervision.A transformation from"supervision"to"evaluation"has become the connotative characteristic of China’s education supervision system.The supervision and evaluation of higher education is a concept that concerns both the right of educational governance and the logic of educational development.In the process of system construction,there is always the inherent conflict of function,mode,professionalism and orientation.It is necessary to map out a system of comprehensiveness and integrality while resolving conflicts from the deserved nature of function.
