文章利用山东省2001-2017年的数据分析了外商直接投资对产业结构优化的影响,利用时间序列数据验证了FDI对产业结构高级化和合理化的影响;利用面板数据验证了FDI对产业结构的影响。分析结果表明,外商直接投资能显著提高产业结构的高级化水平和合理化水平。一方面,外商直接投资的产业结构效应通过不同产业实际利用外资对其增加值的贡献体现出来,第三产业实际使用外资效率高于第二产业,更有助于产业结构优化;另一方面,外商直接投资的产业结构效应通过不同产业实际利用外资结构的优化体现出来,第三产业实际使用外资占比不断提高,高新技术产业和生产性服务业实际使用外资占比不断提高。由此建议,山东省应继续加大引资力度,加强外商直接投资的产业引导,持续改善外商投资环境,加大科技投入和科技成果转化的支持力度。

This paper uses the data of Shandong Province from 2001 to 2017 to analyze the impact of FDI on industrial structure optimization. The article uses time series data to verify the impact of FDI on the upgrading and rationalization of industrial struc ture,and panel data to verify the impact of FDI on industrial structure. The results show that FDI can significantly improve the level of upgrading and rationalization of industrial structure. On the one hand, the industrial structure effect of FDI is reflected by the contribution of different industries’ actual utilization of foreign capital to their added value. The actual utilization efficien cy of foreign capital in the tertiary industry is higher than that in the secondary industry,which is more conducive to the optimiza tion of industrial structure. On the other hand,the industrial structure effect of FDI is reflected by the optimization of the actual structure of FDI utilization in different industries. The actual proportion of FDI utilization in tertiary industry is constantly in creasing,and the actual proportion of FDI utilization in high-tech industry and productive service industry is constantly increas ing. The paper suggests that Shandong Province should continue to increase its efforts to attract foreign investment,strengthen the industrial guidance of foreign direct investment, continuously improve the environment for foreign investment, and increase the support of scientific and technological investment and transformation of scientific and technological achievements.
