Expound the essence of sponge city. There are some existing problems in urban flood management in Changsha. The paper focuses on the feasibility of promoting sponge building community in Changsha,as well as the prevention of urban flooding and other disasters in Changsha from the construction concept,planning and design,investment funds,supervision and management and other related aspects of the city.
