我国公共体育资源配置水平差异与空间演进特征分析

Analysis of Spatial Distributional Difference and Dynamic Evolution Characteristic of China's Public Sports Resource Allocation Level

基于我国31个省市自治区2008-2016年公共体育资源数据,采用Degum基尼系数与马尔科夫链估计等方法,对我国公共体育资源均衡配置水平地区差距及空间演进特征进行实证分析,为完善新时期我国公共体育服务体系提供参考。研究表明:(1)我国公共体育资源均衡配置水平差距,呈现明显的逐年递减态势发展,但总体差距依然明显。区域间存量及增量速度差距是导致公共体育资源非均衡发展的主要成因。(2)资源整体增长趋势明显,且状态流动性较高,但资源配置水平较低省份依然占比较大,整体向中低水平发展。针对我国公共体育资源配置水平具体差异与演进特征,提出建议:(1)增强政府宏观调控,激活资源供给活力,促进资源均衡配置;(2)调动多元利益主体,规范体育市场运作,提升资源有效供给;(3)加快资源跨域流动,优化资源配置结构,实现区域协调发展。

Based on the public sports resource allocation data of 31 provinces cities and autonomous regions from 2008 to 2016 an evaluation index system was built through Markov Chain and Degum Gini coefficient so as to make an empirical analysis of gen eral developing tendency and regional spatial distribution discrepancies. The research showed that: the gap in the level of public sports resources allocation in China showed an obvious yearly decrease but the overall gap was still obvious. The inter-regional stock and incremental speed gaps were the main causes. The overall growth trend of resources was obvious and the state liquidity was high but the provinces with low resource allocation levels still accounted for a relatively large percentage and the overall de velopment remained medium and low levels. In view of the above this paper proposed that to optimize the resource allocation structure and to achieve regional coordinated development strategies the government’s macro-control should be enhanced the resource supply vitality should be activated and the balanced allocation of resources should be maintained. Moreover mobilize the multi-stakeholders should be mobilized the operation of the sports market should be standardized and the effective supply of resources should be improved. The cross-domain flow of resources should be accelerated.
