农村特困老人的长期照护问题研究——基于288位特困老人的调查

Study on Long-term Care of Rural Elderly Population in Poverty——An Investigation on the Basis of 288 Elders in Poverty

受农村特困老人固有的特殊性影响,其长期照护需求明显高于一般老人。通过对郑州市航空港区288位特困老人的调查研究发现,农村特困老人的生活照料、医疗保健和精神慰藉等服务需求明显。而服务供给方面,存在家庭网络支持功能趋于断裂、农村基础设施建设尚不健全、专业护工短缺服务质量不高等困境。农村特困老人长期照护体系的构建需要在管理层面加强顶层设计、完善政策法律;资金层面加大财政投入、争取社会投资;服务层面加强人员培训并引入智能设备。

Affected by the special characteristics inherent in the rural poor, the needs of long-term care needs are significantly higher above average. By investigating and studying 288 elders in poverty in Zhengzhou Airport Port Area, it finds out that the demand for daily care, medical care and spiritual comfort for the elderly in rural areas is obvious. In terms of service supply, there are difficulties such as the gradual decline of support given by traditional networks of family, the imperfectness in the construction of rural infrastructure, the shortage of professional care workers and dissatisfied service quality. The construction of the long-term care system requires the strengthening of top-level design and improvements in terms of policy and law at the management level;the increase of the financial input and social investment in terms of fund-raising;strengthening personnel training and introduction of smart devices at the service level.
