Qu Xuanying, as a member of the Preparatory Committee of the Gazetteer Bureau of Shanghai, actively developed information collection methods, effectively carried out information collection activities, and was committed to the editing of The History of Shanghai. He promoted the compilation of Shanghai Almanac, and played an important role in the preparatory work of the Gazetteer Bureau of Shanghai. Qu,s preparation for the Gazetteer Bureau of Shanghai had experienced twist and turns, which reflected the difficulty of almanac compilation in turbulent ages,and revealed the complex history of it in modern times.
