广西主动融入粤港澳大湾区的平台构建与政策选择

Platform Building and Policy Choice of Guangxi Actively Integrating into Guangdong-Hong Kong-Macao Greater Bay Area

粤港澳大湾区建设是国家重大发展战略,也给相邻的广西带来重大发展机遇。近年来,广西不断丰富创新粤桂合作特别试验区、广西《内地与港澳关于建立更紧密经贸关系的安排》(CEPA)先行先试示范基地和粤桂黔高铁经济带合作试验区(广西园)等对接粤港澳大湾区的合作平台,但平台硬件建设滞后,政府扶持有待强化、合作平台效果不足、优质项目储备不够等问题仍然存在,未来必须提升合作平台,加快先行先试。广西与粤港澳大湾区合作共赢的多重政策红利逐步释放,但体制机制亟待健全,政策环境亟待改善,政策创新亟待改进,必须完善合作机制,优化营商环境,加大贸易和投资,促进财税、土地、人才等政策扶持,共享粤港澳大湾区优惠政策。

The building of the Guangdong-Hong Kong-Macao Greater Bay Area is a major national development strategy,bringing great development opportunities to neighboring Guangxi.In recent years,Guangxi has continuously enriched and innovated the cooperation platforms in the Greater Bay area,such as the Guangdong-Guangxi Cooperation Special Test Zone,the“Arrangement for Closer Economic and Trade Relations between the Mainland and Hong Kong and Macao”of Guangxi,the CEPA Pilot Demonstration Base and the Guangxi Garden of the Guangdong-Guangxi-Guizhou High-speed Railway Economic Belt Test Zone connecting Guangdong-Hong Kong-Macao Greater Bay Area.However,there are still some problems:the building of platform hardware is lagging behind,the government supporting needs to be strengthened,the effect of cooperative platform is insufficient,and the reserve for high-quality projects is inadequate.In the future,we must upgrade the cooperation platform and speed up the first trial.The multiple policy dividends of the win-win cooperation between Guangxi and the Great Bay Region are gradually released,but the institutional mechanism,the policy environment,and the policy innovation need to be improved urgently.we should improve the cooperation mechanism,optimize the business environment,increase trade and investment,promote fiscal,tax,land and talent policy support,and share the preferential policies of Guangdong-Hong Kong-Macao Great Bay Area.
