方志治理体系与方志治理能力现代化——以基层史志机构方志理论研究工作为视角

Modernization of System and Capacity for Chronicle Governance——From Perspective of Chronicle Theoretical Study of Basic-level History and Chronicle Research Institutions

方志理论的科学认识和知识体系不仅是对方志实践经验的综合概括和高度集成,而且还能够引领方志实践的科学发展。新时期方志理论研究工作的基本内涵、基本途径和手段、基本目标。无论是方志理论研究还是方志工作实践,都要正确认识地方志的基本功能、正确看待地方志工作与档案工作的关系,以及有效把握方志法治与方志治理现代化问题。基层史志机构要重点通过责任主体和领导机制、评估考核和奖励机制、人才培养和梯队建设机制三个方面来加强、提升方志科研工作,促进方志部门向地方智库、智慧型机关升级和转型。

Scientific understanding and knowledge system of chronicle theory is not only a summarization and integration of practices and experiences in chronicle compilation,but also a method for driving scientific development of practices in such compilation.Fundamental connotation,fundamental approach and means,and fundamental goal of the chronicle theoretical study in the new period.For the theoretical study and practices,it is needed to correctly understand the basic function of chronicles,the relationship between the compilation and filing,and the modernized problems of rule of law and governance of chronicles.The basic-level history and chronicle research institutions should consolidate and improve the scientific research of chronicles by strengthening mechanism of accountability and leadership,mechanism of evaluation,assessment and reward,and mechanism of talent training and echelon building,so as to drive the upgrading and transformation of the chronicle filling department to"think tank"and intelligent offices.
