民用清洁型煤配套环保炉具推广策略及环境效益评估

Promotion strategies and environmental benefits assessments of civil clean briquette with clean stoves

摘要 洁净型煤被认为是减少农村冬季采暖污染的有效途径之一,以山东省德州市乐陵市下属的崔家楼村型煤采暖推广示范村为例,通过对山东省德州市政府访谈、入户调研和现场测试等方法,对"型煤配套环保炉具"的清洁采暖推广策略和环境效益进行评估。调查结果表明,德州市政府通过严控民用散煤的使用,在经济可承受的条件下全面推广洁净型煤,获得了良好效果:相比于散煤,其PM_(2.5)排放因子仅为散煤的5.28%和3.7%,SO_2则分别减排57.4%和76.2%。此外,进一步地说明了现场调研及测试对于准确评估污染减排效果的重要性,并在此基础上提出了洁净煤采暖的政策推广建议。 Clean briquette is known as an efficient path of reducing rural winter heating pollution. The authors took Cuijialou Village, Leling City of Dezhou Shandong as an example which is a demonstration village of winter heating promotion, evaluated the promotion strategies of clean briquette heating and environmental benefits of promoting coal briquette with clean stoves by interviewing, household survey and field testing. The assessment results showed that Dezhou government had fully promoted clean briquette and achieved good results under the suitable economic conditions through strict control of civilian raw coal use, compared with the scattered coal, the PM 2.5 emission factor of clean briquette was only 5.28% and 3.7% of the scattered coal, SO 2 reduced 57.4% and 76.2% respectively, and further illustrated the importance of on-site investigation and testing to accurately assess the effect of pollution reduction. The authors provided policies promotion suggestions of clean briquette heating on the basis of the investigation.
