黑龙江森工林区接替产业发展评价 被引量:2

Evaluation on the Development of Substitute Industries in Heilongjiang Forest Industry Region

摘要 运用熵权灰色关联分析法对黑龙江省森工林区所辖4个林业管理局2012—2017年养殖业、绿色食品等5个接替产业综合发展水平进行评价,并运用耦合协调度模型测算接替产业的均衡水平。结果表明:不同林业管理局的5个接替产业均呈波动发展状态;伊春林业管理局的优势接替产业是养殖业、绿色食品、北药开发和工业,牡丹江林业管理局的优势接替产业是绿色食品,合江林业管理局的优势接替产业是服务业,松花江林业管理局没有显著的优势接替产业;接替产业的综合发展水平偏低导致其均衡水平不高,总体上由初步协调向中度协调发展。因此,各林业管理局应继续发展具有优势的接替产业,同时扶持相对薄弱的接替产业,并开发与引进新的接替产业。 ⑴ Background-- Heilongjiang forest industry zone used to produce timber as the leading industry.Facing the sharp decline of exploitable resources,especially after the implementation of the policy of“completely stopping commercial harvesting” in 2014,it is urgent to develop substitute industries to achieve industrial transformation and the sustainable development of economy.⑵ Methods-- A comprehensive evaluation index system for substitute industries was established,and the comprehensive development level of five substitute industries,including aquaculture,green food,northern medicine development,industry and service,was evaluated by using the gray relational analysis method of entropy weight and taking four Forestry Administrations under the jurisdiction of Heilongjiang forest industry zone as the research objects.According to the comprehensive score,the equilibrium level of the substitute industries of the four Forestry Administrations was calculated by using the coupling coordination degree model.⑶ Results-- During the period of 2012-2017,for the aquaculture industry,Yichun Forestry Administration developed the best and always had obvious advantages;for green food,Mudanjiang Forestry Administration developed the best,and Yichun and Mudanjiang Forestry Administrations had obvious growth trends;for the northern medicine development,Yichun Forestry Administration developed the best,and the growth trend was obvious;for the industry,the Yichun Forestry Administration developed the best;for the service industry,Hejiang Forestry Administration developed the best and the growth trend was obvious.The low level of comprehensive development of the replacement industry led to the low level of equilibrium.Yichun Forestry Administration was in moderate coordination,Songhua River Forestry Administration was in primary coordination,and Mudanjiang and Hejiang Forestry Administrations gradually developed from primary coordination to moderate coordination.⑷ Conclusions and Discussions-- The overall performance of substitute industries in Heilongjiang forest industry zone is in a state of volatility.Different substitute industries in different Forestry Administrations has different level of comprehensive development and changing trends.The advantageous substitute industries of Yichun Forestry Administration is aquaculture,green food,northern medicine development and industry.The advantageous substitute industries of Mudanjiang Forestry Administration is green food.The advantageous substitute industries of Hejiang Forestry Administration is service industry.Songhua River Forestry Administration has no significant advantageous replacement industry.The substitute industries in Heilongjiang forest industry zone is generally developed from primary coordination to moderate coordination.At present,the main task of promoting the balanced development of substitute industries in Heilongjiang forest industry zone is to promote the rapid development of substitute industries.While continuing to develop the advantageous substitute industries,forestry administrations should focus on and support the relatively weak substitute industries,and develop and introduce new substitute industries.
