首先利用科睿唯安“高被引科学家”的数据,阐述了上海高层次科技人才现状,认为上海科技人才总量不足、顶尖科学家较少等,且上海顶尖科学家相对比较集中,在所属机构的多元性、研究领域的覆盖面、来源的国际化等方面还存在短板。然后对上海“全球高层次科技专家信息平台”的建设及其服务成效进行分析,认为该平台的建设为政府机构、高校院所和企业提供了人才引进、开发、评估与咨询等方面的服务,为上海建设人才高峰提供了数据平台支撑。最后针对“全球高层次科技专家信息平台”建设面临的主要问题提出了相应的对策和建议。
