摘要
美国创立了公务员职位分类制度,实现了对联邦政府专业职类和技术职类公务员职位的良好管理。管理的主要特点包括将专业职类和技术职类作为两个不同职位类别,专业职类职等较高、技术职类职等较低,人事管理办公室统一出政策标准、用人机构自主分类,以实现经济的职位结构和良好的职位管理为目的。这对我国正在探索建设中的公务员职位分类制度以及专业技术类公务员职位管理的启示是,应将专业技术类职位进一步划分专业类和技术类职位,科学合理确定专业类职位和技术类职位的级别,建立组织部门制定政策标准、用人部门具体分类的管理体制。
The United States created the civil service position classification system that achieved good management of civil service positions in the federal government in the professional positions and technical positions. The main features of management include the professional work and technical work as two different position categories, the grade of professionalworkare higher than the grade oftechnical work, and U.S. Office of Personnel Management to unify the policiesand standards. Achieving economic job structure and good job management is the purpose of this system. It enlightens the classification system of civil service positions in China under construction and the management of professional and technical civil service positions. It is necessary to further classify professional and technical positions into professional positions and technical positions, and scientifically determine the level of professional positionsand technical positions. Establish a management system that the organization department to formulate policiesand standards and the department of choose and employ persons to classify their own positions.
