民族地区高校图书馆助力基层公共文化服务探索

A Study of University Library Support for Grassroots Public Cultural Services in Ethnic Minority Areas in China

新时代背景下,民族地区是国家公共文化服务体系构建的重点扶持区域之一。国家提倡通过政府主导、社会力量参与的方式来满足公民基本文化需求。民族地区高校图书馆在保证自身业务开展的前提下,尝试利用人才和馆藏等优势助力基层公共文化服务。文章归纳高校图书馆助力的主要对象和内容,从个人模式、自主自建模式和共建共享模式来探讨民族地区高校图书馆现有的公共文化服务模式,并以贵州民族大学图书馆为例进行SWOT分析,尝试提出助力基层公共文化服务的措施,主要包括助力机构活动开展,彰显少数民族特色;完善图情学科建设,培养民族专业人才;依托民族数字资源,建设公共数字文化;创建示范区(项目),树立民族文化典型等。

The ethnic minority areas are the focus of national support for public cultural services in the new era. China advocates the government driven and social participation model to meet the basic cultural needs of the society. Apart from ensuring their own development,university libraries in the ethnic minority areas can use their manpower and resources to support grassroots public cultural services. This paper covers the service objectives and scopes and discusses the current public cultural services model from the perspectives of individual users,selfbuilt, and co-building and sharing. Taking the Guizhou Minzu University as an example,a SWOT analysis has been conducted. This paper tries to propose those activities which university libraries can contribute to grassroots public cultural services. These include supporting institutional activities,highlighting the characteristics of ethnic minorities;enhancing library and information science education,nurturing ethnic professional talents;using ethnic resources to build digital public culture,creating ethnic demonstration sites (projects),setting up national cultural examples and so on.
