摘要
孟子的天爵人爵思想,点明了天爵、人爵的涵义与轻重先后,含蕴了天爵人爵关系的"天人相随、有天无人、修天求人、得人弃天、得人修天"五种可能,其中"得人弃天"表达了对既得人爵而弃其天爵的惋惜,"得人修天"寄托了对既得人爵的官员持之以恒修养天爵的期待。孟子的天爵人爵思想可以为构建新时代公职人员职业伦理提供思想资源。首先,要将"德才兼备、以德为先"体现到公职人员的选拔、任用、考核、监察、奖惩、升降的各个环节。其次,加强公职人员职业道德建设,从主观修养层面化解"修天求人""得人弃天"带来的问题,营造"得人修天"的从政氛围。再次,以明确的制度、合理的规范将"德才兼备、以德为先"的用人标准规范化、制度化。最后,自律与他律相结合,构建公职人员职业伦理,打造能承担中华民族伟大复兴使命的忠诚干净担当的高素质干部队伍。
Mencius’ thought of the nobility of Heaven and Man contains five possible relationships between the nobility of Heaven and that of man. The best is that those who cultivated the nobility of Heaven will have the nobility of man come to them as a result. The worst is that those who obtained the nobility of Heaven forfeit it. The first reason for this worst relationship is that man will not try to seek his missed benevolent heart. The second reason is that circumstances will force them change their benevolent heart and make them go evil ways. Mencius’ thought can provide ideological resources for the professional ethics construction of public officials in the new era. First, we should perfect the system of selecting and promoting public officials;Second, strengthen the professional ethics construction of public officials;On this basis, we will implement the standards of putting ethics first and appointing people on merit, and build a team of high-quality cadres who can undertake the mission loyally and cleanly.
