主辅结构与模糊化运作:城市社区的简约治理机制

The Major-Auxiliary Structure and Ambiguous Operation:the Minimalist Governance Mechanism of Urban Community

社区治理实践中的多元主体并未出现"共治"格局,而是呈现主辅关系。主辅结构及其协作关系是对中国传统基层治理中的简约主义原则的延续和发展,奠定了当下社区简约治理运作机制的基础。社区简约治理运作机制可以概括为"模糊化运作",包括模糊化分工、人情化动员、梯度化资源配置与柔性化权力运用等主要策略,是社区主辅结构在简约治理中的主要运作逻辑。陌生人社会和去政治化动员是社区简约治理演变的主要特点,并由此形成社区风险规避、选择性应付和去群众化的困境。其根源在于基层组织脱嵌化,这将透支简约治理赖以维系的社会性资源,社区治理演变成少数人的游戏,简约治理最终解体。

In the practice of community governance, there is no“co-governance”pattern among multiple sub. jects, but appears the relationship between the major and the auxiliary. The main-auxiliary structure and its co. operative relationship are the continuation and development of the principle of minimalism in traditional Chi. nese basic-level governance, laying the foundation of the current minimalist community operation mechanism. The operation mechanism of the minimalist community governance can be summarized as“ambiguous opera. tion”, including some dominant strategies such as ambiguous division of labor, humanized mobilization, graded resource allocation, and flexible usage of power, which is the main operation logic of the community main-auxil. iary structure in the minimalist governance. Stranger society and de-political mobilization are the main charac. teristics of the evolution of minimalist community governance, which thus forms a community risk aversion, se. lective coping, and the dilemma of de- popularization. Their root cause lie in de-embodiment of basic-level or. ganization, which will overdraw the sociality resources the minimalist governance depends on, make community governance become the minority game, and then lead to the final collapse of minimalist governance.
