云南省非洲猪瘟防控和生猪生产调研中发现的问题

Problems Found in investigation on ASF Control and Pig Production in Yunnan Province

为找准云南省内非洲猪瘟防控工作中存在的问题和困难,掌握非洲猪瘟疫情对云南省生猪养殖生产造成的影响,采取实地走访和座谈方式,在生猪养殖主产区和猪肉冻品主要流入地,针对相关养殖生产、经营运输从业人员和相关监管部门,开展非洲猪瘟防控和生猪生产情况调研。调研发现:云南全省生猪及产品调运和泔水监管机制仍不健全,省外生猪产品鱼目混杂,大量进入云南,受省外来源复杂冻品影响,省内非洲猪瘟病毒污染面有进一步扩大的风险;同时生猪销售价格受非洲猪瘟冲击严重,养殖农户补栏动力和信心不足,生猪生产形势严峻。解决上述问题,需要进一步加强省外生猪及产品监管,提高餐厨剩余物收集运输处置能力,全面开展猪肉冻品和泔水喂猪专项整治,加强生猪屠宰行业监督管理,同时采取激励和补贴政策,稳定种猪场和规模养殖场生产。

In order to find out the problems and difficulties encountered during the prevention and control of African swine fever(ASF)in Yunnan Province,and to learn the impacts of ASF outbreak on swine production,the prevention and control of ASF and pig production were investigated both in main production areas and main destinations of frozen pork products by ways of field visit and informal discussion with relevant practitioners in production, selling and transportation links and with regulatory authorities. It was investigated that the supervision mechanism for swill and transportation of pigs and related products in Yunnan Province still needed to be improved,and a large number of pig products from other provinces were disorderly transported into Yunan Province,especially the frozen products from complex sources,increasing the risk of further spreading of ASF. Meantime,the pig price was seriously impacted by ASF,which reduced the motivation and confidence in replenishing by farmers and made pig production situation become more tough. In view of the above issues,it was necessary to implement the following measures: further strengthening the supervision over pigs and related products from other provinces,improving the capacity of collecting,transportation and disposal of kitchen residues,comprehensively and effectively dealing with the issues that feeding pigs with swill,strengthening inspection and quarantine towards pork frozen products,enhancing supervision and management for pig slaughtering industry,and implementing incentive and subsidy policies so as to stabilize the production in breeding farms and large-scale farms.
