上海自贸区生物材料检验检疫管理创新点分析

Analysis on Innovation of Inspection and Quarantine Management for Biological Materials in Shanghai Pilot Free Trade Zone

为了满足生物医药产业增效及降低成本等需求,上海海关在自贸区积极推进生物材料检验检疫改革,通过推行分类管理,调整准入制度,改革审批制度,创新查验模式等措施,取得了一定成效,使得生物材料相关产品的审批时限大大缩短,并使其进出口增速明显。上海海关将继续改革创新,完善生物材料监管措施,进一步简政放权及放开生物材料进口准入,进而建设更加符合我国国情和产业发展需求的进出境生物材料检疫监管模式。

In order to satisfy the needs of increasing efficiency and reducing costs in bio-pharmaceutical industry, the inspection and quarantine towards biological materials were actively reformed by Shanghai Customs in Shanghai Pilot Free Trade Zone. Through classification management,adjusting the access system,reforming approval system and innovating inspection mode,some results have been achieved,the approval period for products related to biological materials was greatly shortened,and the speed of import and export were obviously increased. Further,the reform and innovation would be continued by Shanghai Customs to improve the supervision measures for biological materials,to further simplify its administration and delegate powers to lower levels and relief the import limit for biological materials, and then to set up a quarantine and supervision mode for imported and exported biological materials that was more in line with China's characteristics and the needs of the industry.
