宁夏兽医社会化服务改革探索

Exploration on the Reform of Veterinary Socialized Service in Ningxia

了解宁夏回族自治区兽医社会化服务建设现状,为优化管理政策措施提供支持。2017年以来,宁夏地区兽医主管部门全力推进政府购买兽医社会服务改革,取得了积极成效。一是全区兽医社会化服务组织覆盖面广。全区95.5%(21/22)的县(区)开展了政府购买兽医社会化服务,覆盖全区81.6%(160/196)的乡镇。二是村防员队伍平稳转型,工作效率与薪资待遇显著提高。此外,本文梳理基层兽医服务需求和供给,指出了当前存在养殖主体对政府提供兽医服务的依赖性强,基层兽医机构力量不足,社会兽医服务组织能力不足,兽医服务市场化程度低等发展瓶颈,这提示应加强顶层设计,充分培育社会化服务机构,强化经费投入的目标导向作用。

In order to recognize the current situation of veterinary socialized service in Ningxia Hui Autonomous Region and to offer some supports for optimizing relevant policies and measures,since 2017,the reform of purchasing veterinary services by government was pushed forward by veterinary authority in Ningxia,achieving remarkable success as follows:a wide range of areas was covered by veterinary service organizations,of which,veterinary services purchased by government were carried out in 95.5%(21/22)counties(districts),involving 81.6%(160/196)townships;the transformation of village animal disease preventers were steadily completed,by which their working efficiency and income were improve significantly. In addition,based on the needs and supply of veterinary services at grass-roots level,some bottlenecks occurred herein were put forward,including strong dependence of farmers to veterinary service provided by government,insufficient capacity of grass-roots veterinary institutions,inadequate capacity of social veterinary service organizations and the low degree of marketization. Therefore,some suggestions were proposed, including strengthening the top- level design,cultivating socialized service institutions,as well as intensifying the targetoriented role of fund investment.
