共享交通支付结算模式优化创新

以共享单车为代表的分时租赁B2C共享交通模式近年来风靡全国,在方便居民出行的同时,也产生了一些问题和弊端,尤以用户押金和预付资金的挪用最为严重。本文剖析了共享交通的现有支付结算模式,发现该模式存在用车押金权属存争议、押金和预付款被挤占挪用普遍、用户资金风险大、使用不同品牌车辆需重复交纳押金等问题。针对共享交通的用户资金安全问题,本文提出建立支付结算公共平台、实行押金统一管理、引入信用奖惩机制、实现平台数据实时共享、探索资金收益分享等优化策略,政府应通过制定统一支付结算管理办法、牵头搭建支付结算公共平台、加强征信体系建设等措施,加快共享交通支付结算模式的完善。

The time-sharing B2C shared transportation mode represented by shared bicycles has been popular all over the country in recent years. At the same time, as it is convenient for citizens to travel, it also has some problems and drawbacks, especially the misappropriation of user deposits and prepaid funds is the most serious. This paper analyzes the existing payment settlement mode of shared transportation, and finds that there are disputes over the vehicle deposit ownership, usually squeezed and misappropriated deposits and prepayments, the high risk of user funds, and the need to pay deposits repeatedly for vehicles with different brands under this mode. In view of the problem of user funds security of shared transportation, the paper proposes to establish a public platform for payment and settlement, implement unified management of deposits, introduce credit reward and punishment mechanism, realize real-time sharing of platform data, and explore solutions for capital revenue sharing. The government should formulate unified payment and settlement management measures, lead the establishment of a public platform for payment and settlement, strengthen the construction of the credit information system, and accelerate the improvement of the shared transportation payment settlement model.
