摘要
容积率是控制性详细规划中重要的定量控制指标之一。在确定各类建设用地容积率工作中,居住用地容积率更是重中之重,涉及到经济、政策、环境、交通、民生等诸多因素的影响。现阶段,相较于大中城市,小城市的居住用地容积率确定方法更加主观、随意,常常以经验值来实现对城市的建设管理。该文结合实例,论述小城市居住用地容积率确定应充分考虑人口容量、经济效益、景观风貌等相关因素的影响,以便科学、客观地指导城市健康发展。
The floor area ratio is one of the important quantitative control indicators in the control detailed planning. In determining the plot ratio of various types of construction land, the plot ratio of residential land is the most important, involving economic, policy, environment,transportation, and people’s livelihood. At this stage, compared with large and medium-sized cities, the method of determining the plot ratio of residential land in small cities is more subjective and arbitrary, and often uses the empirical value to realize the construction management of the city. Combining with the cases, we discuss that the determination of the plot ratio of residential land in small cities should fully consider the impacts of population capacity, economic benefits, landscape features and other related factors, so as to guide the healthy development of cities scientifically and objectively.
