论党内法规横向分类的政治逻辑与体系结构——基于中国共产党政治活动的视角

On the political logic and system structure of the horizontal classification of inner-party regulations——from the perspective of political activities of the CPC

现有党内法规横向分类不断完善,但还存在党内法规边界不太清晰,存在不同类别交叉、重合和非全部概括的现象。产生问题的原因是,该分类缺乏相对稳定、全面的依据,存在为现实需要而分类的情况。文章将党内法规横向分类嵌入中国共产党政治活动框架之中,通过梳理党内关系、党与政权、党与社会、党与其他政党的关系,确立中国共产党政治活动图谱,并以此为政治逻辑,构建出与之相对应的党内法规门类以及各门类党内法规所应包含的内容。

The existing horizontal classification of party statutes does not outline the clear boundaries of the party’s internal regulations,and there are gaps in different categories of intersections,coincidences,and not all generalizations.The reason for the problem is that the classification lacks a relatively stable and comprehensive basis,and there are cases where it is classified for actual needs.The article embeds the horizontal classification of the party’s internal laws into the framework of the political activities of the Communist Party of China.By sorting out the relationship between the party,the party and the political power,the relationship between the party and the society,and the party and other political parties,the paper establishes the political activity map of the Communist Party of China and uses it as the political logic. to construct the corresponding categories of the party’s internal laws and regulations,as well as the content of the various types of party regulations.
