党代表任期制:新时代加强党的制度建设的重要内容——基于北京市“S区模式”的分析

The Term System of Party Representatives: an Important Part of Strengthening the Party’s System Construction in the New Era——Based on the Theoretical Analysis and Experience of Beijing “S-District Model”

党代表任期制是中国特色政党制度的重要内容和优良传统,是中国共产党领导国家建设、推进社会治理、开展群众工作的基本方式和机制保障,是新时代加强制度治党的重要抓手。经过多年的探索与实践,北京市S区初步形成了以"中枢型"组织领导模式为轴心,以"三结合"平台搭建模式为支撑,以"四全"队伍建设模式为基础,以"四落实"履职行权模式为重点的党代表任期制"S区模式",使党代表在联系党员群众、推进基层社会治理、助力全面从严治党等方面的功能作用得以充分发挥,党的领导得以不断加强。以此为个案,新时代党代表任期制仍可以从整体制度设计协调、党代表素质提升、提案执行、参与决策、履职保障等多个层面得到提升。

The term system of party representatives is the important content and fine tradition of the party system with Chinese characteristics. It is the basic way and mechanism guarantee for the CCP to lead the country’s construction,promote social governance,and carry out the mass work. It is capable of developing value and promoting the party for the new era. The construction quality provides an important link to institutional dynamics. With the exploration and practice for years,Beijing has initially formed a " S-district model" with the"central-type"organization leadership model as the axis,the"three-in-one"platform construction model as the support,the"four-all-around"team construction model as the basis and the"four-commitment"duty execution as the emphasis,which focuses on the implementation of the performance of the exercise mode,enables the party representatives to fully play the role in linking the party members and promotes the governance of the society and the party,strengthening the party leadership. Taking this as a case,the term system of the party representatives in the new era can still be further enhanced and strengthened from the aspects of overall system design coordination,party representative quality improvement,proposal implementation,participation in decisionmaking,and performance-based protection.
