黄河下游宽河道“补短板、强监管”途径探讨——黄河下游宽河道系统治理论证

Discussion on the approach of “making up for weak links and strengthening supervision” in wide channels on lower reaches of the Yellow River: argumentation on the wide channel system regulation on lower reaches of the Yellow River

黄河下游滩区是行洪、滞洪、沉沙和180余万人生活的重要场所,滩区中小洪水威胁、人民群众生活贫困与社会经济快速发展的矛盾受到社会的广泛关注。本文从分析黄河下游宽河道系统治理的短板入手,提出了宽河道治理补短板、强监管的设计方案,以及尽早开展"黄河下游宽河道治理补短板工程建设规划"的建议,以期为黄河下游宽河道系统治理和强监管提供支撑和抓手。

The lower reaches tidal area of the Yellow River is an important place for flood discharge, flood detention, sand sinking and living of more than 1.8 million people. The contradiction among medium and small flood threat in the tidal area, poverty of people and rapid social economic development attract wide attention of the society. The paper starts with analysis on the short-comings of wide channel system governance on lower reaches of the Yellow River. The design plan of ‘making up for weak links and strengthening supervision’ as well as the suggestion of implementing ‘construction plan of making up for weak links in wide channels on lower reaches of the Yellow River’ are proposed, thereby providing support and method for systematically controlling and strengthening supervision on wide channels on lower reaches of the Yellow River.
