鲜活农产品电子商务绿色冷链智慧物流体系发展策略研究——基于湖北省3县市的调查

Strategy for Developing a Green, Cold Chain and Intelligent E-Commerce Logistics System of Fresh and Live Agricultural Products: an Investigation Based on Three Counties in Hubei Province

随着"互联网+"融入农产品交易过程,不仅提高了交易效率、优化了交易模式,而且在降低交易成本、增加农民收入多方面发挥了不可忽视的作用。国内学者针对"互联网+"背景下鲜活农产品物流问题的研究成果较为鲜见,通过从绿色、冷链、智慧视角,运用问卷调查法和访谈法,以湖北省罗田县为中心对周边县市鲜活农产品电子商务交易过程中的物流状况展开调研,发现样本区鲜活农产品电子商务物流过程中存在侵权纠纷责任追究机制不完善、绿色物流模式不健全、冷链物流技术滞后、信息化应用程度偏低等问题。提出明确运输主体责任、促进绿色物流发展模式、加强冷链技术标准化及专业化建设、构建智慧物流系统,以促进绿色冷链智慧物流体系的发展。

The integration of "Internet +" into the agricultural product transaction process not only has improved the transaction efficiency and optimized the transaction mode, but also played an important role in reducing transaction costs and increasing farmers' income. The research results of domestic scholars on the logistics problems of fresh and live agricultural products under the background of "Internet +" are rare. From the perspective of green production, cold chain and intelligence, the questionnaire survey and interview method are used to investigate the e-commerce logistics of the fresh and live agricultural products in counties surrounding Luotian County, Hubei province. It finds out that there are some problems, such as imperfect accountability mechanism for infringement disputes, imperfect green logistics model, backward cold chain logistics technology, low application of information technology and so on. In order to promote the development of green, cold chain and intelligent logistics system, it is proposed to clarify the main responsibility of transport, promote the development mode of green logistics, strengthen the standardization and specialization construction of cold chain technology, and construct intelligent logistics system.
