动态洪水风险图在无锡市城区防洪中的应用研究 被引量:9

摘要 洪水风险图作为一种防洪非工程措施在全国众多城市已经推广应用。利用预测降雨信息制作实时、动态的洪水风险图对于暴雨突发、频发的城市防洪减灾救灾更具有现实指导意义。本文以无锡市城区动态洪水风险图系统为例,介绍动态洪水风险图的绘制技术与方法,绘制时需要的模型库、事件库、逻辑库等关键信息,阐述动态洪水风险图在实时风险图绘制、历史洪水信息查询、调度方案优化、防洪抢险应急预案制定、城市防洪决策指导等方面的应用,对无锡市城区的防灾减灾具有重要指导作用。 The flood risk map has been promoted and applied in many cities across the country as a non-engineering measure for flood control. The use of predicted rainfall information to produce real-time and dynamic flood risk maps is more practical in storm floods and frequent urban flood control and disaster relief. Taking the dynamic flood risk map system of Wuxi City as an example, this paper introduces the techniques and methods of drawing dynamic flood risk map, and draws key information such as model library, event library and logic library, and describes the dynamic flood risk map in real-time risk map. The application of historical flood information inquiry, scheduling scheme optimization, flood prevention and emergency response plan, urban flood control decision-making guidance, etc., has a important guiding role for disaster prevention and mitigation in urban areas of Wuxi.
