乡村治理视角下发展村级集体经济的思路探讨——以山东省N县为例

Discussion of the Approaches to Developing the Village-level Collective Economy on the View of Rural Governance——Taking N County of Shandong Province as an Example

发展壮大村级集体经济是保障农民财产权益、促进农村可持续发展的重要举措,是实施乡村振兴战略和全面建成小康社会的必然要求。在乡村发展实践中,随着经济的发展,乡村治理也面临着新的挑战,如集体经济使村民对抗成本提高、资本下乡对村民利益造成侵蚀等,损害了乡村治理成果,限制了村集体经济的发展。因此,从乡村治理的视角来审视村集体经济的发展,更有利于维护农村社会的稳定。通过对山东省N县进行实地研究可以发现,只有基层组织、乡镇政府、村民和企业四方主体共同致力于集体经济发展和政治生态健康,达到双轨并行的良性状态,才是推动农村科学发展的必由之路。

Developing the village-level collective economy is not only the important measure to protect villagers' property rights and interests and promote the sustainable development of rural areas,but also the inevitable requirements of implementing the rural revitalization strategy and building a well-off society in an all-round way.In the practice of rural development,the rural governance is also facing new challenges along with the development of economy.For example,the collective economy has made the villagers confront the cost increase,and the capital going to the countryside has eroded the interests of the villagers,which has damaged the rural governance achievements and restricted the village collectives.Therefore,scanning the development of village-level collective economy from the view of rural governance is more beneficial for maintaining the stability of rural society.According to field study of N county in Shandong province,it can be found that only the grassroots organizations,township governments, villagers and enterprises are all committed to collective economic development and political and ecological health to achieve a dual-parallel benign state to promote rural scientific development.
