摘要
《精神卫生法》的颁布与实施改善了我国精神卫生领域长久以来无法可依的困境。该法一方面为高校心理健康教育工作提供了法律依据,促进了高校心理健康教育工作队伍专业化发展,促进了高校、家长、医院等多方合作;另一方面也给高校心理健康教育工作带来了新的挑战,如心理咨询与心理治疗划分不清,能否为有诊断的学生提供服务界定不清,可能限制了对高校心理问题学生的及时处理。高校教师要学习法律法规,构建全员育心的校园精神卫生观;定期组织培训,提升心理健康教育工作人员素质;转移工作重心,实现高校心理危机工作由干预转向预防;推广医教结合,构建"医院—学校—家庭"一体化工作局面;总结实践经验,为修订和完善相关法律提供借鉴。
The promulgation and implementation of Mental Health Law has improved the situation that the long-term inability of the mental health field in China cannot be guaranteed. The law provides a legal basis for mental health education,promotes the professional development of mental health education staff and improves cooperation among universities,parents,hospitals,etc. On the other hand,it also brings new challenges to the mental health education work of college and university. For example,the difference between psychological counseling and psychotherapy is unclear. Whether the service for the students with diagnosis is legal is not clear,which may limit the timely solution of college students’psychological problems. The staff in colleges and universities should study the law, build a campus mental health concept of full-mindedness;organize regular training to improve the quality of mental health education staff;adjust the focus of the psychological crisis work to prevention;promote the combination of medicine and education,and construct a “hospital-school-family”integration work situation,summarize practical experience and provide reference for the revision and improvement of the laws.
