摘要
生态保护红线的实质是生态环境安全的底线。对保障生态功能、保护环境安全以及合理利用自然资源等都具有重要约束作用。研究分析了天津市生态环境管理存在的问题,详细阐述了天津市生态红线的划定过程和划定范围,对划定生态保护红线的效益进行了分析。
The essence of ecological protection red line is the bottom line of ecological environment safety. It plays an important role in ecological function protection, environmental quality safety and natural resources utilization supervision. The existing problems of ecological environment management in Tianjin were studied and analyzed. The delimitation process and scope of ecological red line in Tianjin were elaborated in detail. The benefit of delimitation of ecological red line was analyzed.
