高职院校章程建设特质探究——基于章程文本分析

Study on Characteristics of Construction of Statutes of Higher Vocational Colleges: An Analysis Based on Text of the Constitution

高职院校章程建设是推动职业教育体系现代化的一项重要工作,它不仅具有一般高校章程的共性,而且还应体现高职院校自身的特质。研究通过收集相关章程文本,并使用NVivo软件进行编码分析,发现高职院校章程与普通本科院校章程严重趋同。高职院校章程存在治理结构缺乏职业院校特质、学术委员会未能体现职业院校"术科"特色、社会监督制度不到位等问题。基于章程存在的问题,提出以下建设路径:现代高职院校章程建设应结合自身特质,重构混合所有制治理结构,建立专业指导委员会,完善社会监督制度。

The construction of statutes of higher vocational colleges is an important task to promote the modernization of vocational education system. It not only has the general characteristics of the statutes of ordinary high education institutes, but also reflects the characteristics of higher vocational colleges. Through collecting relevant texts of statutes and using NVivo software to code analysis, it is found that the text of statutes of higher vocational colleges are very similar with that of ordinary high education institutes. However,through the study of text of statutes, it is found that there are some problems in the statutes of higher vocational colleges, such as the lack of vocational school characteristics of governing structure, the failure of academic committees to embody the characteristics of"technical subjects"in vocational colleges, the system of social supervision is not in place, etc. Based on the problems existing in the statutes, this paper puts forward the following construction paths: the construction of statutes of modern higher vocational colleges should combine its own characteristics to reconstruct the mixed ownership governance structure, establish the professional guidance committee, and perfect the social supervision system.
