中日构建建设性安全关系探析

Preliminary Analysis of Building Constructive Security Relationship between China and Japan

在新形势下,中日安全关系的实践过程日益体现出建设性逻辑和视角。建设性逻辑最初体现在中方对日方在地区安全领域的角色关切上,随后表现在中日双方的关系定位及其在地区中的角色关切上,并同时适用到中日安全关系领域。建设性逻辑和视角已经成为新形势下中日关系继续发展的重要指导思想之一。中日双方保持正面的相互安全认知和定位,持续进行积极的安全战略互动,并采取有效的争端解决措施和危机管控机制,三者相互补充,形成良性循环,构成中日建设性安全关系的应有内涵。中日构建建设性安全关系的时代意义,体现在有利于确保中日关系在新形势下持续发展,以及不断扩大双边关系的良好外溢效应,但其构建过程必然是曲折的,甚至可能会面对较大困难。

Under new circumstances,the practical development process of security relationship between China and Japan is tending to be more constructive and logical.The constructive logic was first shown in China’s concerns over Japan’s role in regional security,which was manifested later on in China’s concerns over the orientation of the Sino-Japanese relations and each other’s role in regional affairs,while beginning to look at the bilateral security relations from a constructive perspective.Constructive logic and perspective has become an important guiding principle for further promoting the development of the Sino-Japanese relations under new circumstances.Maintaining positive mutual cognition and positioning,persisting in active strategic and security interactions and applying effective measures to resolve disputes and crisis control,which are complementing to each other in a virtuous circle,should be included into the implication for China and Japan to build a constructive security relationship.The significance of the era for China and Japan to build a constructive security relationship implies that it is conducive to the sustainable development of the Sino-Japanese relations under new circumstances,and expanding the favorable spillover effects stemming from good bilateral relations.However,the process to build a constructive Sino-Japanese security relationship is bound to be a tortuous one,which is likely to confront extreme difficulties.
