长期以来,朝鲜核导开发与韩美联合军演,不时加剧半岛紧张局势并恶化地区安全态势。在2018年半岛局势转圜的背景下,韩美两国部分暂停或是压缩了以实兵演习为主体内容的大型联合军演;朝鲜也宣布将不再进行任何核试验和洲际弹道导弹发射,并对韩美联合军演采取了较为灵活的应对方式。此外,区域内大国关于韩美联合军演的不同政策主张,也体现了彼此间在半岛事务上的战略博弈。展望未来,暂停韩美联合军演,不仅是推动半岛局势进一步缓和的主要抓手与实施路径,还将是半岛无核化进程中的一个重要参照。

The“tit for tat”confrontation between the nuclear and missile development of North Korea and the ROK-US joint military exercises has existed for a long time,which has not only intensified the situation in the Korean Peninsula from time to time,but also made the regional security situation deteriorating.In the context that the situation in the Korean Peninsula took a turn for the better in 2018,South Korea and the U.S.suspended or reduced the size of their large scale joint military exercises mainly featuring field maneuvers,while North Korea responded by declaring it would not conduct any nuclear tests and launch intercontinental ballistic missiles,and took a rather flexible approach regarding the ROK-US joint military exercises.In addition,varied policy propositions of the major countries in the region over the ROK-US joint military exercises have reflected their strategic game on the peninsula affairs.Looking into the future,the suspension of the ROKUS joint military exercises will constitute not only a major handgrip and a path for promoting further relaxation of the tension in the peninsula,but also an important reference for the denuclearization process in the Korean Peninsula.
