This next part is the second part of the paper. From the social function of the university enrollment system and the driving factors of its evolution, the guiding ideology that guides and runs through the evolution of the university enrollment system, the dialectical relationship between scientific and fair selection of talents, the change of college, middle school and examinee from stakeholders to evaluation subjects, the continuation, deepening and breakthrough of the new college entrance examination reform, the obstacles, constraints and restrictions of utilitarian inertia in the reform of college entrance examination, this paper probes into the internal logic of the reform and evolution of the university enrollment system.
