我国突发公共卫生事件应急体系结构的优化设计

Optimized design of China public health emergency response system

突发公共卫生事件越来越受到全社会的关注。由于我国现行应急体系仍然存在一些缺陷,面对新型突发公共卫生事件给我国带来的巨大挑战,现行应急体系亟待改革和完善,因此本文提出优化应急体系的设计,主要包括:完善实时监测系统,设立统一指挥中心;加强人员演练培训和队伍体系建设;完善物资和资金储备;完善信息系统;加强公众危机意识及应急能力培养。期望为我国突发事件公共卫生事件应急体系提供参考和建议,进一步完善我国的突发公共卫生事件应急体系。

Public health emergency has received more and more attention of the whole society.Due to some defects still existing in our current emergency system,facing the new public health emergencies brings tremendous challenges to our country,the current emergency system is in urgent need of reform and improvement.Thus,this article presents optimizes design of emergency system,mainly including:improving the real-time monitoring system,establishing a unified command center;strengthening personnel training and team system construction;perfection of the material and funds storage;improving information system;deepening the awareness of the crisis of the public and strengthening emergency ability.It aims at providing reference and suggestion for China public health emergency management system,to further improve China public health emergency management system.
