核电企业科研项目管理创新思路和探索

Innovative Thought and Exploration of Scientific Research Project Management in Nuclear Power Enterprises

在国家和中核集团加大鼓励科技创新政策的大环境下,核电企业基于保证安全发电业绩目标的前提下,为持续提升核电企业自主创新能力与核心竞争力,企业围绕解决运行生产中的重大疑难缺陷和技术问题,组织开展了大批科研项目,企业研发投入不断加大,但核电企业科研项目管理实践中也遇到了一些问题和困难。本文旨在通过对目前核电企业科研项目管理总体情况和若干问题进行分析,提出改进思路,进行新的探索,以期达到管理创新的目的。

Under the background of the policy of encouraging scientific and technological innovation of the state and CNPC,and on the premise of guaranteeing the performance of safe power generation,in order to continuously improve the independent innovation ability and core competitiveness of the nuclear power enterprises,the enterprises organized and carried out a large number of scientific research projects around solving the major problems and technical problems in operation and production.The R&D investment of the enterprises increased continuously,but the nuclear power enterprises did not.There are also some problems and difficulties in the practice of scientific research project management in power enterprises.The purpose of this paper is to analyze the general situation and some problems of scientific research management in nuclear power enterprises,put forward some ideas for improvement and make new explorations in order to achieve the goal of management innovation.
