中白政府间合作框架下国际高科技合作项目培育与管理初探

Preliminary Study on the Development and Management of International High-tech Cooperation Projects under the Framework of China-Belarus Intergovernmental Cooperation

当前,中华人民共和国和白罗斯共和国已建立全面战略伙伴关系,双方政府分别倡议并搭建了多领域国际合作框架,这为国际科技合作提供了有益土壤。科技合作项目培育是科技管理的预备工作,是整个科研合作工作的开端。本文拟在中白政府间框架下,分析国家政策的背景、支持与导向,阐述国际科技合作项目培育过程中可能应对的问题及其建议措施。

At present,the People’s Republic of China and the Republic of Belarus have established comprehensive strategic partnerships,and the two governments have initiated and established multi-field international cooperation frameworks,which provides a beneficial soil for international scientific and technological cooperation.The development of science and technology cooperation projects is the preparatory work of science and technology management and the beginning of the entire scientific research cooperation work.This paper intends to analyze the background,support and orientation of national policies under the framework of China-Belarus intergovernmental,and also to explain the problems that may be dealt with in the process of developing international scientific and technological cooperation projects and their recommended measures.
