A Preliminary Study on the Solution of Good Science and Technology Policy but Difficult to Reach the Ground

随着科技领域"放管服"改革要求,中央陆续出台了多项文件精神,旨在减轻科研人员负担,充分释放创新活力,调动人员积极性,鼓励科技领域多出成果。但由于多种原因,这些好政策落地实施难,未能发挥出应有的效果。本文就科技政策落地难的问题进行原因分析,并提出解决方案。

With the reform requirements of"releasing management and service"in the field of science and technology,the central government has issued a number of document spirits one after another,aimed at lightening the burden on scientific researchers,fully releasing the vitality of innovation,mobilizing the enthusiasm of personnel,and encouraging more achievements in the field of science and technology.However,due to a variety of reasons,these good policies are difficult to implement,failed to play its due effect.This paper analyzes the causes of the difficulty of science and technology policy landing,and puts forward the solution.
