摘要
在人口老龄化的进程中,公共养老金财政的可持续性问题几乎在所有国家都越来越严重,而养老金财政的可持续性常常会冒犯待遇水平的适当性。因此,养老金政策的制定者必须要妥善地平衡二者之间的关系。本文通过总结发达国家的丰富经历,概述如何使公共养老金制度的财政可持续,包括确保财政可持续性的主要政策选项和其他选项。
The financial sustainability of public pension system is becoming more and more serious in almost all countries with the process of aging population, and the sustainability of pension in finance often affects the adequacy of pension levels. So it’s important for the pension policymakers to keep a balanced relationship between the two factors. This paper outlines how to make the public pension system financially sustainable, and provides the main policy options and other related options to ensure fiscal sustainability by summarizing and analyzing the experience of developed countries.
