社区居家养老服务的城乡差异和优化分析——以温州市社区居家养老服务照料中心为例

社区居家养老服务照料中心是开展社区居家养老服务的主要载体,在实际运行中存在明显的城乡差异。基于温州市社区居家养老服务照料中心的实践对比,从社区居家养老服务供需契合度、管理专业化程度和资金供给能力等方面对比剖析社区居家养老服务的城乡差异。据此提出,优化社区居家养老服务应从宏观上准确定位相关主体的职责,进一步明确社区居家养老服务的区域层级定位以实现精准化供给,保障社区居家养老服务的专业运营管理以实现专业化供给,推进社区居家养老服务的资金长效供给以实现可持续供给。

Community-based senior day care center is the main carrier for the implementation of serving senior services in the community . However, there are obvious urban-rural differences in actual operation. Based on the comparison of Wenzhou community -based senior day care center, the effect of urban and rural community-based senior day care center is analyzed from the perspective of supply and demand fit, management specialization and long-term supply of funds. According to this, the optimization of community-based senior day care center should accurately locate the responsibilities of relevant subjects from a macro perspective, further determine the regional level of community-based senior day care center to achieve accurate supply, guarantee the professional operation to achieve professional supply, and promote long-term supply of community-based senior day care center funds to achieve sustainable supply.
