信息殖民主义,是在全球信息领域不对称发展的背景下,某些信息技术高度发达的国家(包括其国内信息技术公司巨头),利用在信息资源及相关产业的垄断地位,对信息技术领域发展相对落后的国家实行信息技术的控制封锁、信息资源渗透和信息产品倾销等,以达到对他国政治、经济、文化、科技等全面控制的霸权主义行径。近年来,随着信息技术的飞速发展,全球数字鸿沟持续加大,美国等信息强国加紧对外信息殖民步伐,不仅形式更为多样化,而且方式更为隐蔽、破坏性更大。当前,我国政治、经济、社会、科技等各领域与互联网实现深度融合,境外国家对我国进行信息殖民、控制和渗透的风险持续加大,严重影响我国国家安全、经济社会稳定,亟需引起高度重视。

Information colonialism,that is,in the context of asymmetric development in the global information field,some countries with highly developed information technologies(including their domestic information technology giants)use the monopoly of information resources and related industries to obstruct relatively backward countries to develop information technology,carry out information resource infiltration,and dump their information product to the backward countries,in order to comprehensively control other countries’ politics,economy and culture. In recent years,with the rapid development of the internet and the widening global digital divide,the United States and other information powers have stepped up the pace of information colonization,not only in a diversified form,but also in a more subtle and destructive manner. Under the background of the deep integration of China’s politics,economy,society and other aspects with the Internet,The risk of information colonialism,control and infiltration carried out by foreign countries to our country continues to increase,which has seriously affected China’s national security,economic and social stability. We must attach great importance to it.
