国有企业和非国有企业的创新产出与创新特征分析——基于2016年广州市创新调查和Wind数据库的实证研究

Comparison of Innovation Output and Innovation Characteristics Between State-Owned Enterprises and Non-State-Owned Enterprises——Empirical Evidence from Guangzhou Enterprise Innovation Survey 2016 and Wind Database

使用2016年广州市企业创新数据,利用回归分析,本文发现:当前广州市国有企业和非国有企业的创新产出无显著差异,但国有企业在创新方面具有更大的规模效应;同时,国有企业更注重独立研发和合作研发,非国有企业更注重用技术引进、购买和并购。因此,下一步应加大对国有企业的创新支持及增强考核约束,通过放松工资总额控制等改革,进一步发挥国有企业在自主创新方面的活力;同时,加强对民营企业创新机构布局的支持,搭建服务中小企业的创新平台和服务机制,促进民营企业创新。

Using the data of Guangzhou enterprises innovation survey in 2016 and regression analysis,this paper finds that there is no significant difference in innovation output between state-owned enterprises and non-state-owned enterprises in Guangzhou,but state-owned enterprises enjoy a larger economy of scale in innovation;meanwhile,state-owned enterprises pay more attention to independent R&D and cooperative R&D than non-state-owned enterprises.Non-state-owned enterprises prefer technology transfer,purchase and M&A.Therefore,for state-owned enterprises,the policy recommendation is to increase R&D support,raise tenure standards and relax budget constraint for hiring high-tech employees.To spur innovation from private enterprises,we recommend to improve institution efficiency and build innovation platform to cater to the need of,especially,small and medium-sized enterprises.
