摘要
基于三阶段DEA探究我国“一带一路”区域2012~2016年科技金融效率及其空间分布差异,最后建立Tobit模型对影响因素进行分析。研究结果表明:剔除环境因素后科技金融效率显著下降,其中较低的规模效率是制约效率提高的深层原因,东南板块综合效率最高,西北板块综合效率不容乐观。高技术产业规模、企业对科研的资金支持力度、地区法制化水平、技术创新程度与科技金融效率呈显著正相关;政府财政科研支出对其存在消极影响。为此提出合理配置财政科技资源、加强科研经费投入力度、提高区域法制化水平、鼓励科技创新等政策建议。
Based on the three-stage DEA ,this paper explored the differences in the efficiency of science and technology finance and its spatial dis-tribution in China's the Belt and Road region from 2012 to 2016. Finally,the Tobit model was established to analyze the influencing factors. The research results show that the efficiency of science and technology finance is significantly reduced after removing environmental factors. The lower scale efficiency is the deeper reason for restricting efficiency. The southeast plate has the highest comprehensive efficiency ,and the comprehensive efficiency of the northwest plate is not optimistic. The scale of high -tech industries,the financial support of enterprises for scientific research,the level of regional legalization,the level of technological innovation are significantly positively correlated with the efficiency of science and technology finance. The government's fiscal research expenditure has a negative impact on it. Finally ,this paper puts forward policy recommendations such as rational allocation of financial science and technology resources,increasing investment in scientific research funds,raising the level of regional le-galization,and encouraging scientific and technological innovation.
