灌区水利工程社会购买服务养护与管理的探讨

Discussion on Maintenance and Management of Social Purchase Service of Irrigation Area Water Conservancy Project

本文研究了漳河二干渠灌区水利工程实施社会购买服务管养职能的转变、购买服务工作成效、监管体制建立与运作问题,探讨了如何完善社会购买服务养护监管制度、规范市场化运作机制、降低养护成本提高工管效益,积极探索了灌区“管养分离”模式的长效监管机制。针对如何促进灌区水利工程社会购买服务规范化管理,提出了相应的管理思路和应对措施。

This paper studied the transformation of management function of social purchasing service, the effect of purchasing service, the establishment and operation of supervision system in Zhanghe Second Main Canal Irrigation Area.It also discussed how to improve supervision system of social purchasing service maintenance, standardize marketoriented operation mechanism, reduce maintenance cost and improve efficiency of management. It actively explored the long-term supervision mechanism of the "separation of management and maintenance" model in irrigation areas.In view of how to promote the standardized management of social purchasing services of irrigation projects, the corresponding management ideas and countermeasures were put forward.
