公共图书馆是保障公民自由获取知识和信息权利的社会制度。这一制度源于1850年英国《公共图书馆法》,经1949年联合国教科文组织《公共图书馆宣言》而变得清晰。1972年修订的《公共图书馆宣言》对公共图书馆信念进行了扩展。1994年修订的《公共图书馆宣言》,使公共图书馆在网络和数字时代能够继续发展。当今公共图书馆面临的问题对公共图书馆研究提出了更高的要求。

Public libraries are a social institutional that guarantee citizens’ freely access to knowledge and information. This institutional originated in the British Public Library Act of 1850 and became clear by UNESCO Public Library Manifesto 1949. The Public Library Manifesto1972 extends the beliefs of public libraries. The UNESCO Public Library Manifesto 1994 enables public libraries to continue to evolve in the age of internet and digital. Today, We need to further strengthen research on public library problems.
