公共图书馆服务供给的Partnering模式探析

Cooperation Between Government and Social Organizations in Public Library Service Supply Based on Partnering

近年来,在国家深化文化体制改革的背景下,我国政府引入社会力量共同参与公共文化服务建设,并给予政策和法律支持,但政府投资项目因其公益性和存在主体缺位等问题,难以达到预期效果。Partnering模式基于参与各方之间良好的沟通机制,长期合作的环境,最终达到提高效率、降低成本的目的。本文分别从理论分析、关键因素、实施效果等探索Partnering模式在我国公共图书馆服务供给的可行性,对于具体工作流程设计着眼于Partnering模式在该领域的应用,以期在图书馆领域发挥Partnering独到的作用。

In recent years, influenced by the deepening reform of cultural system, the government introduces social forces into public cultural service construction, and provides legistive and policy support. It’s hard to achieve intended effect due to problems of public welfare and absence of subject existed in the government investment projects. Partnering requires involved parties to form a good communication mechanism and establish a long-term cooperation environment, which ultimately achieves the goal of improving efficiency and reducing costs. Practicability of Partnering in the basic level public library service supply in China is analyzed in theory, critical success factors, and effects. And specific work process should focus on the application of Partnering in this field, so as to get a better development in the future.
