反倾销与技术进步协同演化的比较研究——基于7国(地区)数据比较

Comparative Research on the Co-Evolution of Anti-Dumping and Technical Progress——Based on Seven Countries (Regions) Data Comparison

本文选取包括中国在内的遭受反倾销最多的7个国家(地区)为研究样本,对反倾销与技术进步之间的协同演化指标进行测算。研究发现:"反倾销对技术进步的促进"以及"技术进步对反倾销的激发"在协同演化中发挥着主要影响;协同演化是否呈现上升态势与国家(地区)类别无关,中国协同演化逐年加强的态势最明显。单纯的技术进步抑制国外反倾销有效性低,谈判、威慑与技术进步同步实施才能增强中国产业安全,并需实施差异化策略。

This paper selects seven countries (regions) including China which have suffered the most anti-dumping in the world as research samples,and measures the co-evolution indicator between anti-dumping and technical progress.This paper finds that ‘anti-dumping promoting technical progress’ and ‘technical progress stimulating anti-dumping’ play a leading role in the process of co-evolution.Whether the co-evolution is rising has nothing to do with the country (regions) category.And China's co-evolution gradually strengthened year by year is the most obvious.Purely technological progress will have less effectiveness in curbing anti-dumping in foreign countries,and that the joint implementation of negotiation,deterrence and technological progress can strengthen China's industrial security while the differentiation strategies should be implemented.
