台军联合情报、监视与侦察发展路径和成效评析

Evaluation on the Development Path and Effectiveness of the Joint Intelligence, Surveillance and Reconnaissance System of the Taiwan’s Military

[目的/意义]有助于了解和掌握台军联合情监侦作战能力及其在建设过程中的利弊得失,对我加强联合侦察预警体系建设和深化对台军事斗争准备具有一定借鉴意义。[方法/过程]通过对台军联合情监侦发展路径和发展成效进行考察,总结、分析其能力特点和经验教训。[结果/结论]台军联合情监侦体系建设采取"先分后总""边建边用""先有再好"模式,在取得显著成效的同时,也面临诸多问题,长远发展后劲不足。

[Purpose/Significance]The research is helpful to understand and master the combat ability and advantages and disadvantages in the process of construction of the Taiwan military’s JISR, which has certain reference significance for PLA to strengthen the construction of joint reconnaissance and early warning system and to deepen preparations for military struggle against Taiwan.[Method/Process]Through investigating the development path and effectiveness of the Taiwan military’s JISR, the research summarizes and analyzes the characteristics of its capability and its experience and lessons.[Result/Conclusion]The construction of the Taiwan military’s JISR is based on the development model of "first division and later overall","using while building", and "building before perfection", which has achieved remarkable results but also faces many problems. In the long run, the stamina of development is insufficient.
