Rural Governance in the 40 Years of Reform and Opening-up: Environmental Changes,Dilemmas and Prospects

随着我国改革开放的深入发展和社会主义市场经济的有序推进,乡村治理场域中的治理环境发生了变迁,尤其是传统意义上的村规民约和道德礼俗对村民的规约作用式微,这既是挑战(乡村社会稳定性的降低),又是治理环境改造和重塑,治理模式摸索与创新的机遇。提出通过全面推进依法治村、强化女性家庭观教育、重塑社会主义新型家庭文化、创新农村社区治理模式、重构社会主义新型家庭关系和社会关系,加强乡村治理体系和治理能力建设,进而促进我国乡村治理现代化。

With the in-depth development of China's reform and opening up and the orderly advancement of the socialist market economy,the governance environment in the rural governance field has changed,especially in the traditional sense of the village regulations and moral etiquette.This is not only a challenge but also an opportunity to reform and reshape the environment,and explore and innovate the governance model.This paper put forward the following ways to these problems,that is to promote the village by law,to strengthen the women's family concept education,to reshape the new socialist family culture,to innovate the rural community governance model,to reconstruct the socialist new family relationship and social relations,to strengthen the rural governance system and governance capacity,finally to promote Modernization of rural governance in China.
