食品安全社会共治的内涵及其实施机制研究

Research on the Connotation and Implementation Mechanism of Social Governance for Food Safety

食品安全监管的传统模式是政府机构对企业实行强制的、不灵活的监管方式,从实践检验来看越来越不能满足公众的需求。一种以公共和私营部门相结合的新型治理模式——食品安全社会共治应运而生。本文在研究食品安全社会共治的概念、主要特征、监管模式和运行机制基础上,分析食品安全社会共治的实施机制,采取事前监管模式,提出通过安全检查、信息和制裁方式来实施社会共治。最后从机构设置、企业监管能力、透明度、公共和私营的利益协调等方面指出食品安全社会共治的实施条件。

The traditional mode of food safety supervision is a mandatory and inflexible way for governmental agencies to regulate enterprises,which is increasingly unsatisfactory to meet the needs of the public from the point of view of practice.A new type of governance mode,which combines public and private sectors,arises at the historic moment,namely,social governance for food safety.Based on the concept,main characteristics,supervision mode and operational mechanism of social governance for food safety,this paper analyses the implementation mechanism of social governance for food safety,which adopts a mode of supervision in advance and proposes the way of safety inspection,information and sanction.Finally,the implementation conditions of social governance for food safety are pointed out from the aspects of institutional setting,corporate regulatory capacity,transparency,and coordination of public and private interests.
